Job Duties
The Virginia Department of Environmental Quality, Piedmont Regional Office, seeks a qualified individual to process permit applications and conduct compliance inspections in accordance with the Virginia Water Protection (VWP) Permit Program. The selected candidate will review and process VWP permit applications and permit related operation-design submittals in a timely manner, appropriately following laws, regulations, and agency guidance to develop permits and permit decision documents. This position will also complete site inspections and audits of assigned VWP projects to adequately characterize site conditions and assess permit compliance and construction status. The position will effectively collaborate with permitting, compliance, and enforcement staff to ensure timely and appropriate permit processing and permit noncompliance management. The successful candidate will use databases, GIS, and other available technological tools to track permit application status, permit compliance, inspections, and other information. The successful candidate will need technical writing capability, possess oral communication skills, and be conducive to a team working environment.
Minimum Qualifications
Knowledge of wetland science and environmental engineering principles and practices gained through education and/or work experience. Knowledge of federal and state wetland and water pollution control laws and regulations. Ability to communicate and negotiate effectively, both verbally and in writing. Knowledge, skills and abilities in project management and personal computer operations (including word processing, spreadsheets and database management). Ability to read, interpret and properly apply complex policies, guidelines and regulations. Ability to read and evaluate applications and engineering analyses, permits and related correspondence. Knowledge, skills and abilities to collaboratively work in a team environment. Must be sensitive to public attitudes and concerns while effectively carrying out the agency mission.
Additional Considerations
Certification as a Professional Wetland Scientist, Professional Wetland Delineator, Virginia State Waters Delineator, or as a Soil Scientist.
